Any Native Hawaiian who declares their cultural, civic or social connection as demonstrated in their unrelinquished sovereignty.

A guardian or parent’s signature is required for those less than 16 years of age.

Native Hawaiians on the list as certified (also known as a “base roll”) who are 18 years of age or older as of an election will be eligible to participate in the organization of a governing entity. 

The law that authorized this effort (Act 195, Session Laws of Hawaii 2011) defines a Native Hawaiian as any person who is a lineal descendant of the aboriginal people who resided in the Hawaiian Islands prior to 1778, or, any person who is eligible or is a lineal descendant of a person who is eligible for Hawaiian Home Lands.
