Can a Native Hawaiian who lives outside of the State of Hawaii register?

Yes. Any Native Hawaiian who affirms the unrelinquished sovereignty of the people, affirms her/his intent to participate in the process of self-governance, and declares her/his significant cultural, social or civic connection to the Native Hawaiian community is eligible to register. There is no residency or citizenship requirement.
